In order to meet the needs of high-level university construction and further explore and improve the doctoral selection procedure, in accordance with the relevant documents of the Ministry of Education and Shenzhen University, and in combination with the actual situation of our college, our college has decided to recruit outstanding fresh undergraduate graduates with recommended exemption qualifications to directly pursue doctoral degree graduate students (referred to as "direct doctoral students"). In order to clarify work requirements, standardize operating procedures, and improve the quality of selection, the implementation plan for the 2020 "direct doctoral" enrollment work of our hospital is hereby announced as follows:

1. Basic principles

Stimulate the internal motivation for improving the quality of students through moderate competition between mentors and disciplines, and adhere to the principles of quality first, comprehensive evaluation, selective admission, and preferring scarcity over abuse.

2. Enrollment "Must"

The recruitment of direct doctoral degree students in this plan refers to the recruitment method of selecting outstanding undergraduate graduates who have obtained the recommended exemption from the entrance examination to pursue a master's degree in China and directly obtain the admission qualification for doctoral degree students.

Each major only admits full-time non directed doctoral students who study part-time, with a duration of 5 years. All candidates who plan to be admitted must transfer their personnel files to the archives office of our graduate school within the specified time, otherwise their admission qualification will be cancelled.

3. Majors and Vacancy No.

Our college only enrolls students majoring in optical engineering, and the maximum number of students is 4.

4. Qualifications (all must be met simultaneously)

(1) Support the leadership of the CPC, have the right political direction, love the motherland, be willing to serve the socialist modernization drive, abide by discipline and law, and be upright.

(2) The applicant is a fresh undergraduate graduate who has obtained the recommended exemption for pursuing a master's degree.

(3) Excellent academic performance, strong interest in academic research, strong innovative spirit and research ability. During my school years, I have participated in scientific research, national academic competitions, and other activities. Those who perform outstandingly will be given priority.

(4) Possess strong language proficiency and a high level of foreign language proficiency, and must provide corresponding proof of English proficiency (specific requirements can be found in item (6) of personal application materials).

(5) The physical health status complies with the "Guiding Opinions on the Enrollment and Physical Examination Work of Ordinary Higher Education Institutions" formulated by the Ministry of Education and other departments.

5. Selection process

(1) Individual application

a. Submit materials. Applicants must use EMS or SF Express to send the following materials to the college before September 27, 2019 (based on the postmark):

(1) Application Form for Shenzhen University to Enroll Outstanding Undergraduate Students to Directly pursue a Doctoral Degree

(2) Original proof of enrollment or photocopy of student ID (which should include personal information, photos, and registration status of the student);

(3) Original course transcript (stamped with the official seal of the school's performance management department);

(4) Written recommendation letters from two or more professors (or experts with equivalent professional and technical titles) in the field of the applied discipline (the recommendation letter must use the template provided by our school);

(5) Submit a scientific research plan for pursuing a doctoral degree (no less than 3000 words, see application form);

(6) At least one of the following English proficiency certificates must be provided:

(a) Passed the National Level 6 (with a score of 425) or the National Level 4 (with a score of 425); (b) A TOEFL score of 75 or above (with an old TOEFL score of 550); (c) Achieve an IELTS score of 6 or above; (d) PETS5 level certificate of conformity; (e) GRE1200 or above (new standard 310).

(7) Copies of award certificates, copies of publicly published academic papers, proof materials of patents and other original research achievements obtained;

(8) Certificate of physical examination issued by a Grade III Grade A hospital;

(9) Copy of the front and back of the second generation ID card;

(10) The "2020 Doctoral Student Political Review (Realistic Performance) Materials of Shenzhen University" shall be filled out by the Party Committee of my college (this item may not be provided temporarily when applying, but must be submitted according to the requirements of the form after passing the re examination).

b. Register online. Applicants should fill out their applications for direct doctoral programs in the “Push Exempt Service System” of the China Graduate Admissions Information Network (hereinafter referred to as the "Research and Recruitment Network") from September 28th to October 25th in accordance with the application procedures stipulated in the "Shenzhen University 2020 Recommended Exempt Graduate Program Constitution". In addition, prospective applicants should also complete the online registration procedures for doctoral students according to the time specified in the current year's doctoral enrollment regulations.

（2） Subject qualification review

After receiving the applicant's materials, the college will organize no less than three people to conduct a qualification review based on the application conditions, and the review results will be made public to the society.

（3） Subject preliminary review and determination of assessment list

The college forms a disciplinary expert group to carefully review the applicant's materials and conduct a preliminary evaluation and screening of the applicant's scientific research and innovation capabilities. Based on the intention of the supervisor applied for by the applicant, a list of applicants who will enter the reexamination (interview) assessment stage will be determined based on a certain proportion of the difference in the subject points. The list of applicants who plan to enter the interview and assessment stage will be publicly displayed on the college website.

（4） Subject assessment

On October 10, 2019, the subject will organize an interview and assessment for experts. The specific time and location will be notified to the candidates in advance and announced to the public. The specific requirements for the assessment are as follows:

a. The assessment content includes three parts: foreign language proficiency, professional quality, and research potential, with a focus on assessing the applicant's scientific research and innovation ability, as well as whether they possess the potential and quality for cultivating doctoral students in their first level discipline. In addition, the applicant's comprehensive qualities such as ideological, political, psychological, and moral qualities are also assessed.

b. During the assessment process, each applicant is required to present their personal profile, academic performance, research projects, research results, and research plans for the period of pursuing their doctoral degree. The admissions supervisor may provide additional information, but must avoid discussing scoring.

c. The assessment process should be standardized, with an interview time of about 20 minutes and on-site records, grades, and comments. The entire assessment process is recorded for future reference, and if deemed necessary by the graduate school/disciplinary commission, personnel can be dispatched to attend.

d. Before October 17, 2019, subject points shall submit their proposed admission list to the school in descending order based on their assessment scores, and submit relevant materials to the graduate recruitment office (application materials, assessment record forms, audio and video recordings, etc.).

（5） Reviewed by the leadership group for graduate enrollment work at the school

The leading group for graduate enrollment work at the school reviews the application materials, subject assessment materials, and recommendation opinions of subject points of applicants. Within the quota for direct doctoral students in various enrollment majors, those who have passed the review must promptly accept the waiting for admission notice in accordance with the requirements in the "Push Free Service System" of the research and enrollment website within the specified time. If the enrollment quota for individual direct doctoral students in certain majors is not used up, the school will coordinate the use based on the application situation of each major after withdrawing it. The final list of candidates for admission will be announced in accordance with relevant regulations of the Ministry of Education for 10 working days.

6、 Supervision mechanism

（1） Information disclosure. The enrollment method of "direct doctoral students" should comply with the requirements of the Ministry of Education for information disclosure, achieve accurate information collection, standardized disclosure procedures, and timely content release. Graduate schools and various enrollment colleges (departments, centers) actively disclose enrollment policies, enrollment regulations, enrollment plans, enrollment major catalogs, applicants' application qualifications, application procedures, enrollment results, consultation and appeal channels, major violations, and handling results in accordance with their job responsibilities. The enrollment college (department, center) should promptly publish relevant implementation rules, as well as information on the number of students enrolled and all applicants participating in the assessment, to the society on the website of the unit. If there are any changes to the list during the announcement period of the proposed admission list, a special explanation must be made for the changes and the content of the changes must be announced for another 10 working days. Applicants who have not been publicly announced shall not be admitted.

（2） Applicants should truthfully provide application materials. If the applicant is found to have submitted false materials, cheated, or engaged in other disciplinary violations, serious punishment will be imposed in accordance with relevant national laws, regulations, and the relevant regulations of the Ministry of Education, depending on the severity of the situation. If the applicant is unable to be admitted or other related consequences are caused, the applicant shall bear the responsibility.

（3） Members of the subject expert group and the interview and assessment expert group must comply with academic and professional ethics standards. For admissions colleges (departments, centers) and individuals who encounter problems, they will be subject to specific circumstances such as reducing enrollment plans, suspending enrollment, revoking supervisor qualifications, and circulating criticism.

7. Other instructions

a. The doctoral supervisors who recruit "direct doctoral students" are doctoral supervisors who have passed the annual doctoral supervisor enrollment qualification review. In principle, each doctoral supervisor only admits one doctoral student per year, and the enrollment quota is included in the annual enrollment total index of their respective majors;

b. After enrollment, "direct doctoral students" shall apply the management rules and regulations of doctoral students, enjoy the same treatment as doctoral students, and fulfill the relevant obligations of doctoral students.

c. Any matters not covered in this plan shall be implemented in accordance with the current year's doctoral enrollment regulations.
